Background
The International Medical Corps is leading the nutrition Technical Rapid Response Team (Tech RRT) a consortium with Action Against Hunger (AAH) Canada and USA and Save the Children UK (SC UK) to provide nutrition technical surge capacity for rapid response in emergencies. The Tech RRT works in close collaboration with the Global Nutrition Cluster (GNC) and UNICEF, and under the umbrella of the Global Technical Assistance Mechanism for Nutrition (GTAM).
The goal of the Tech RRT is to improve and strengthen the technical quality of programs and assessments for improved nutrition outcomes of affected populations in emergencies and protracted crisis situations. This goal is achieved by providing remote technical assistance or by deploying technical advisers to countries requesting assistance. In addition, the Tech RRT delivers various capacity strengthening initiatives (such as webinars) to address capacity gaps identified at a global and country level.
The Tech RRT is currently part of important developments in the provision of nutrition technical support at global level in the form of the Global Technical Assistance Mechanism (GTAM) for Nutrition. This is therefore an exciting moment for the Tech RRT requiring increased capacity to improve processes and increase impact.
Job Purpose
The Programme Officer (PO) will support the Tech RRT Coordination Team (Program and Deputy Program Directors) on all aspects of the Tech RRT project, including the deployment process, project monitoring and evaluation, knowledge management and communication. The PO will provide administrative and other support to the Tech RRT Coordination Team (CT) to facilitate the deployment process, improve workflows, streamline data/knowledge management, and expand communications. The overall objective will be to increase the efficiency, effectiveness and scale of Tech RRT operations in order to increase the impact of deployments.
Main Responsibilities To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation. The tasks listed are representative of the nature and level of work assigned and are not necessarily all-inclusive.
Program and team facilitation (50%)
Provide overall administrative support to the Tech RRT CT.
Support the recruitment and on-boarding administrative procedures of consultants and other staff.
Adapt program tools and templates to the needs based on lessons learned as well as program changes.
Monitor the progress of the Tech RRT and assist with the identification of issues which may affect the quality of program performance and consequent program adjustments
Support the implementation of webinars including advertising, preparation (e.g. slide development), delivery (e.g. facilitation, hosting and recording) and follow-up (evaluation, attendance data analysis, write up and uploading to website).
Provide remote support to Tech RRT Advisors in preparation for deployments, when on deployment (e.g. data entry or analysis, tool development, report review, report formatting or slide development) and for deployment follow up.
Support Tech RRT CT, in role as member of GTAM Coordination Team, in the development of GTAM.
Support Tech RRT CT, as GTAM Technical Expertise Pillar Coordinator, in the development and implementation of the TEP including GTAM Roster, technical support (remote and deployment) and capacity strengthening roles.
Maintain flexibility to take on added responsibility to provide any other support to Tech RRT CT and Tech RRT Advisors as and when requested.
In close coordination with the Deputy Program Director (DPD), review existing monitoring and evaluation systems and develop new systems that will ensure quality program implementation and reporting
Support collection, analysis and use of monitoring and evaluation data including developing tools and processes, data entry and analysis for donor reporting and on-going quality assurance.
Communication, data and knowledge management (45%)
Support the development and implementation of a revigorated communication plan for the Tech RRT.
Support the development of new communication materials to raise the visibility of Tech RRT services.
Support the development and management of a Tech RRT social media strategy including expansion into new areas.
Improve and lead on Tech RRT email contact management.
Support the maintenance of the Tech RRT website.
Improve and manage Tech RRT archives and data.
Grant Management (5%)
Support the Tech RRT CT to produce donor proposals and reports (monthly, annual, etc.) according to donor grant guidelines and International Medical Corps rules and regulations.
Ensure appropriate guidelines in terms of donor visibility and disclaimers are included in all relevant deliverables

Job Requirements
University degree or equivalent combination of education and work experience in program management.
Home-based with locations within GMT +/-3 preferred.

Experience
At least 2 years of work experience in program management in humanitarian/development sector preferably in the area of nutrition and public health.
Demonstrated experience in administration essential.
Experience in working with an NGO or UN system is desirable.
Experience with communication and data management desirable.
