Operational Context/Role
The Safe Haven Coordinator's primary responsibility is to support the implementation of JRS protection activities for the JRS Safe Haven Program in Kakuma Camp
In close collaboration with the Project Director, the Safe Haven Coordinator will be actively involved in planning, monitoring, implementation and evaluation of the JRS Safe Haven Programme as well as acting as a child-safeguarding officer while ensuring the well-being of women and children in the shelters.
Key Responsibilities
1. Programme Management
Guides the Safe haven staff (Asst. coordinator, Supervisors, incentive staff and Matrons/Patrons) and encourage them to maintain the JRS vision and mission.
Oversees the provision of psychosocial support follow up of Safe Haven beneficiaries
Develops curriculum on SGBV and PSEA and train all the JRS incentive staff in collaboration with other coordinators
Ensures quality capacity building activities for the safe haven Clients.
Guides the peace building and conflict resolutions with the safe Haven clients
Ensures children residing at the Safe shelters access educational services.
Prepares regular monthly interagency meetings with partner agencies.
Collaborates with community counselling, mental Health and Education departments on matters including but not limited SGBV intervention in activities.
Ensures that the Safe Have referral system and admission criterion is followed in line with the SOPS.
Manages and monitors appropriate use of safe Haven Supplies and Assets. Maintain appropriate documentation and reporting tools and regularly monitor the relevancy of safe Haven tools.
Keeps abreast with all financial aspects of Safe Shelters, ensuring accuracy, transparency and accountability.
Offer support in any other duty that the Project director / country Director may assign him or her.
Budget Planning and Management
Responsible for the overall budget management of the JRS Safe Haven Program, e.g. the budget preparation, ensures that proper financial management of the department, proper financial reporting and recording in conjunction with the Project Accountant and the Project Director.
Assure appropriate and timely spending of allocated funds for protection activities to achieve program goals, grant reporting contributions, use and distribution of supplies and resources. Oversee the design, planning and implementation of protection activities to ensure that protection activity objectives are met.
Prepare internal and external financial reports on Safe Haven/protection activities within agreed deadlines as required.
Staff Planning and Management
Plan for the staff requirement for the program in consultation with the Project Director and in collaboration with members of the team (Assistant Coordinators, Matrons/Patrons, Social workers, Incentive Staff)
Supervise protection staff directly in consultation with the Project Director, providing ongoing leadership to the project team and overseeing the implementation and coordination of activity plans to ensure targets are met.
Actively involved in the recruitment, supervision, reviewing job description and contracts, prepare work plans, leave control, discipline and performance appraisal of the staff in the program
Carries out people management and staff motivation with a view to upholding the JRS vision and mission

Desired Qualifications and Professional Experience:
Degree in Law, international law, Political Sciences or related field, Social Work

Work experience
Minimum of 5 years’ experience implementing Protection/GBV programs
Minimum of 3 years’ experience implementing protection services with an NGO/INGO
Strong inter-personal skills, passion for working with women and advocacy skills
Experience in the project cycle management.
Experience working in emergencies will be an added advantage.

Languages
Excellent proficiency in written and verbal English; a professional working knowledge of a language spoken in the country is desirable. Knowledge of French and Arabic an added advantage.

Conditions
Contract is for 8 months, renewable with an initial probationary period of three months. The contract has Health benefits (staff only) and a retirement plan.
The JRS remuneration policy is aligned with the JRS ethos to offer effective and professional services and at the same time express solidarity with the people served. The salary is calculated with the use of a post-adjustment multiplier and takes into account years of relevant experience and degree of responsibility of the role.
