Software Developer Consultant

Through the Translating Data for Implementation (Data.FI) award, Palladium is seeking to contract a consultant to support the design and development of a mobile application in Uganda. Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.

Required Experience
BSc. In Computer Science of a related field, with minimum of 3 years’ experience in enterprise-level programming and architecture experience.

Proven experience as a Full Stack Developer or similar role, especially for the development of mobile applications

Experience in developing Health Information Systems and knowledge of health and HIV terminology

Experience with relational databases such as MySQL and Postgres, including designing schemas and query performance analysis.

Experience in NoSQL databases is an added advantage.

Should have strong knowledge and experience in CI/CD tools like ANT, Maven and Jenkins.

Familiarity with USAID and USG HIV/AIDS programming priorities in Uganda preferred

Responsibilities

The Software Developer will work closely with project stakeholders and the software development team to translate business requirements into a robust software product
Use established development tools, guidelines, and conventions to design, develop, and test the software product

Liaise closely with project stakeholders (USAID/Uganda, Interagency, government, and implementing partners) and users to

understand system feature requests and needs

Leverage knowledge and contribute to best practice knowledge management within the project

Participate in stakeholder meetings and trainings

Provide technical support during training and piloting phase

Perform other duties as required
