OverviewProject DescriptionUSAID Western Kenya Sanitation Project seeks to recruit Urban sanitation officer on short term contract to support Urban sanitation activities. The overall goal of the project is to create a financially sustainable, transformative, replicable, and locally owned sanitation marketplace in the target counties of western Kenya - Bungoma, Busia, Homa Bay, Kakamega, Kisii, Kisumu, Migori, and Siaya. Project ObjectivesIncreased access to and uptake of market-based improved sanitation and fecal sludge management products and services.Increased access to and uptake of market based improved MHM products and services at the household level.Strengthened policy and regulatory environments and increased capacity of county government officials to effect lasting change in sanitation management.Scope of WorksThe Urban sanitation officer will work with the Western Kenya Sanitation Project (WKSP) Market Facilitation team to support urban sanitation activities for Siaya Cluster. ResponsibilitiesSupport Water and Sanitation Service Providers/Companies: Provide technical support, capacity building, and coordination to enhance the efficiency and effectiveness of sanitation services delivery.Engage with Private Sector Players: Build partnerships with private sector players, such as Manual Pit Emptiers, Vacuum Truck Operators, financial institutions and technology providers among others, to promote innovation and investment in urban sanitation. Facilitate Training and Capacity Building: Provide technical assistance, best practice guidance, and skills development opportunities to enhance service professionalism and performance.Promote Technology Adoption and Innovation: Facilitate the adoption of appropriate technologies and innovative solutions to improve sanitation service delivery, infrastructure management, and waste treatment processes. Monitor Compliance and Ensure Data Quality: Conduct regular monitoring, data collection and analysis activities to assess compliance with sanitation regulations, service standards, and performance indicators.Support County Governments: Collaborate with county governments to develop and implement effective urban sanitation policies, regulations, and strategies aligned with national objectives and priorities. QualificationsEducational and Professional QualificationA bachelor's degree in environmental health, Public Health, Sociology, Environmental Science, or a related field.Additional certifications or training in sanitation management, environmental management, or public health would be advantageous.Knowledge of urban sanitation principles, practices, and technologies, including wastewater management, solid waste management, and hygiene promotion.Competencies and skillProficiency in data analysis and interpretation, including the use of software tools for statistical analysis and geographic information systems (GIS) for spatial analysis.Ability to work collaboratively with a multi-disciplinary team.Excellent verbal and written communication skills.Highly organized and able to handle multiple tasks and deadlines.
