Since 2013, UNICEF supported the scale up of Community Led Total Sanitation (CLTS) through engagement with the National Ministry of Health (MoH) and priority Counties. County governments play a key role in CLTS implementation as the Constitution of Kenya 2010 established a highly devolved model of governance, creating 47 county governments with responsibility for delivering basic services, including drinking water and sanitation. This project aims at fostering results and achievement of the National ODF Roadmap.
The project will be implemented in 9 Counties with high rates of open defecation, namely Turkana, Narok, Kilifi, Baringo, Samburu, Homa Bay, Kwale, West Pokot and Marsabit, over a period of 12 months. Implementation will be done through selected NGOs and County Governments.
Responsibilities
Set clear targets against timelines for achieving Sanitation and Hygiene results in the Counties of focus for while ensuring quality, clear documentation of evidence of work done is achieved and verifiable.
Develop methodology, work plans, targets, indicators and time frame at County level
Organise inception meeting with IPs and County MoH on modalities of implementing CLTS approach and integrating it with COVID-19 IPC messaging
Provide technical support to County MoH/IPs for all trainings in CLTS approaches (e.g. training in CLTS facilitation, training in CLTS MIS and training in ODF verification and certification of communities) and modifications of the approach integrated with COVID-19 IPC measures
Monitor and follow up implementation of CLTS interventions.
Support development of ODF Roadmaps at county level.
Ensure the CLTS Real Time monitoring Platform is up to date.
Review and input implementation plan and budget submitted by County MoH/IPs to be in line with Sanitation for UHC
Conduct monitoring and evaluation exercises to select sub counties and ensure these attain ODF status.
Documentation of human-interest stories and good practices in Rural Sanitation and Hygiene.
Provide technical support to County MoH/IPs for implementation, monitoring and reporting of Rural Sanitation Components of Sanitation for UHC and strengthen the WASH hub.
Coordinate all County programme meetings with IPs, National MoH, UNICEF and ensure proper records and actions are drawn for implementation and support.
Provide technical and administrative support throughout all stages of CLTS programming by executing/administering a variety of technical programme transactions, preparing materials/documentations, complying with organizational processes and management systems to support progress towards the WASH-related outcome and/or output results in the country programme.
Work collaboratively with UNICEF, NGOs as well as National and County Government partners to collect/analyse/ share information on Sanitation and Hygiene implementation issues, provide solutions on routine programme implementation through use of Community Led Total Sanitation (CLTS) and alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned and knowledge management.
Ensure liaison between UNICEF, Counties and Implementing Partners.
Participate in monitoring and evaluation exercises, quality assurance, programme reviews and sectoral reviews with County governments and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management.
Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity at County level. Report on issues identified to enable timely resolution by management/stakeholders.
Undertake field visits, collect and share reports with partners/stakeholders. Report critical issues, bottlenecks and potential problems and provide suggested solutions to the supervisor for timely action.
Provide technical and operational support to implementation partners, County Government, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation in Rural Community Component for Sanitation and Hygiene Promotion.
Provide monthly reports to UNICEF.
Provide a final report to UNICEF.
